While Iowa is heartland geographically it is a lot different culturally than say a Kansas, Oklahoma, or Nebraska. Iowa (like Illinois and Wisconsin, Minnesota) has a stronger history of progressive (sometimes populist) politics. So this doesn’t really surprise me all that much.Report

It looks like heightened scrutiny is being applied – the opinion cites Footnote Four in perhaps the only way that libertarians can possibly approve with respect to the protection of discrete and insular minorities.Report
