Membership of the Rules Committee is filled on-the-go during the primary season by each state’s delegation. This is an important part of the process and if a campaign fails to assemble a loyal delegate slate, it could spell their doom. The first reason is to secure votes if it goes to multiple ballots. The second is putting allies on the Rules Committee. For example, Ron Paul was unable to place many delegates on the Rules Committee in 2012 and it caused some problems for his campaign.
But what could the Rules Committee possibly do that is so important to a candidate?
