  Per Wikipedia, Hoover won Westchester County New York in both 1928 and 1932 (where New Rochelle is located) and would gain some votes in the second election. (Though Roosevelt gained a lot more votes compared to Al Smith, but not quite enough to beat Hoover in the county)
