    I think “off label usage” is extremely widespread. For drugs, it’s roughly 20%. I couldn’t find any percentages for medical devices but it’s unlikely to be less than that.

    Section 396 exists for a reason. We should be nervous about the direct effects of outlawing 20% of the practice of medicine, there might be something useful in there.Report
