  1. Biden has always been a hawk, as are far too many other Democratic politicians. He voted for the AUMF for Iraq, and supported the attacks in Afghanistan post-9/11.

    Putin invaded Ukraine before the Trump presidency. He held the territory during the Trump presidency. He invaded Ukraine after the Trump presidency. There are no counterfactuals here. Putin has advanced on Obama’s and Biden’s watch, not on Trump’s.

    As for the broader topic, I think that most presidents become more like their predecessors in foreign policy than they expect or are expected to be. Everyone imagines that when he becomes president, he’ll be able to advance his own policies and nothing bad will happen in the economy or the world. Then reality intervenes. On the foreign policy front, you end up wanting more military, facing down challenges, and having to negotiate with fair-weather friends just like every other president. I’d say that Obama’s fixation on bringing Iran into the family of nations was a discontinuity, as was Trump’s aggressiveness against China on trade, but those are rare.Report
