  1. It will be interesting to see how this plays out practically. Federal contracting regulations are fairly thorough and specifying stuff like this MAY (and its really just a may not a will in disguise) run afoul of some regs depending on the contracting vehicle used. If we all learn to default to Best Value contracts the price increases short and medium term due to lack of American options will be ok, but stuff will cost more. On the other hand it also means ditching lowest bidder (yay?) and probably means we can’t do firm fixed price anymore either because sourcing American components makes fixed pricing tough.
