If NH is truly as great as the OP says then it'll organically draw enough support and interest to merit attention- if not, it'll just be a quirky state.
It's a hypothesis, sure, but given that the problem you are highlighting already exists and is escalating in a world where medical care for animals is not a positive right and has zero prospect of becoming one I would say it is a very weak hypothesis.
