I thought “well, let’s look at old pictures of hospitals!” I was guessing that most of them had grounds of a sort and the grounds were boundaried by metal fences. I found a couple of pictures of hospitals circa 1909 that had metal bar fences, but they were all about waist height rather than security fences. So I think we can chalk this one up to “Dude was still learning his craft.”
