You could make an honest case that a CCC dedicated solely to veterans is the worst kind of welfare (it’s spends more resources on people that already have a pretty broad benefit package compared to the average poor unemployed person).
There’s more to this story and Examiner articles always suck. (when they’re not ripping off at a standard in what would be a permissive copyright regime)
