      My old sloop INTEMPERANCE was outfitted as an offshore cruiser and had equipment not required of private boats or OUPV (6-pax) charter boats; EPIRB, AIS, a life-raft, extensive flair inventory, man overboard equipment safety netting and other things that don’t come to mind right now.

      Here’s the vessel safety check list for OUPV boats. It’s about 4 pages. This list is provided as a courtesy by the Coast Guard; there is no regular or mandatory inspection of private boats or OUPV charter boats; either for safety equipment or seaworthiness. OUPV charter is less regulated that private automobiles. A libertarian paradise!
