    Now consider that there are large swathes of the country where fewer than 10% of families with 2 or more children have this income. Self sufficiency is an illusion. Were it not for the employer subsidization of the system, the system would be kaput.

    So those advocating reform have two options:
    1) Rejigger the private system and move subsidies to encourage consumer choice.
    2) Create a public system and end the charade of choice.

    What the system won’t be is one without significant subsidization of individuals.Report
